Adventurers League is the format that solves the group problem. You don't need to know anyone at the table. You don't need your own campaign. You show up, join the session already in progress, and the story carries forward from wherever it was. The characters develop across weeks at the same table, which means the players who keep coming back are building something together whether they intended to or not.
